北京、上海等特大城市（megacities）将打造积分落户规范（points system for household registration），依据综合承载能力和经济社会进步需要，以具备合法稳定就业和合法稳定住所、参加城镇社会保险年限、连续居住年限等为主要指标，合理设置积分分值。
